(a)

The department of conservation and development is established.

(b)

The department of conservation and development performs the functions of the planning department of the county.

(c)

The department of conservation and development performs the functions of the building department of the county.

(d)

The department of conservation and development consists of the community development division, the building inspection division, and the redevelopment division.
