§ 413-3.1002. Blind.

The health officer shall issue without fee but on application, a permit to any blind person (having not more than ten percent visual acuity in the better eye without correction) who otherwise would be entitled to such permit, and who files with his application a certificate signed by a licensed physician or by the State Bureau of Vocational Rehabilitation that he is a blind person.
