The department shall collect and provide ready access, including the use of electronic
accessibility as reasonably available, to public documents which are relevant to the
goals of this chapter, including at a minimum, business plan inventories and emergency
response plans, risk management plans, safety plans, and department incident reports.
This section shall not apply to trade secret information or other information protected
from disclosure under federal or state law. The public information bank shall be completed
by December 31, 2000.
