Even a valid cardroom license or work permit creates no vested property or personal
right for the licensee or permittee, and is entirely subject to this chapter and to
ordinances and California law affecting the license or permit from time to time, including
new restrictions, conditions, fees, and duration of license or permit validity. Any
change required by this chapter to be noted on the license, permit, or application,
or noted in required supplementary information, constitutes a termination of the license
or permit except for the purposes of Section 52-3.905 and of paying fees.
