All work shall be performed, and all equipment shall be constructed, installed, protected,
operated, repaired, used and maintained, in accordance with the requirements of this
division and in such manner as to be reasonably safe and free from risk of accident
or injury to person or property. No person shall act contrary to this general regulation
or neglect to act as required hereby.
