§ 816-2.608. Obstruction.

The character of the view obstruction shall be determined by evaluating:
(1)

The extent of the alleged view obstruction, expressed as a percentage of the total view, and calculated by means of a surveyor's transit or by photography or both; and

(2)

The extent to which landmarks or other unique features in the view are obstructed.
