"Floodplain management regulations" means zoning ordinances, subdivision regulations,
building codes, health regulations, special purpose ordinances (such as floodplain
ordinance, grading ordinance and erosion control regulations) and other applications
of the police power that control development in flood-prone areas. This term describes
federal, state or local regulations in any combination thereof that provide standards
for preventing and reducing flood loss and damage.
