"Hotel" means a building or part of it containing six or more guest rooms designed,
intended to be used, or used by six or more persons for money, goods, services, or
other compensation. Excepted are buildings where occupants are housed or detained
under legal restraint, buildings for the refuge, maintenance, or education of needy,
aged, infirm, or young persons, and buildings where patients or injured persons receive
medical or surgical treatment.
