No later than ten calendar days after receipt of an application, or the submittal
of additional information, the community development director shall inform the applicant
in writing that the application is complete or shall inform the applicant what additional
information is required. Within twenty calendar days of the application being deemed
complete, the community development director shall issue a written determination of
noncoverage pursuant to Section 84-63.806, an exemption pursuant to Section 84-63.604(a) or (b), or a determination that a land use permit is required pursuant to Section 84-63.1002.
