The reclamation plan shall identify the specific properties it applies to; and it
shall be based upon the character of the surrounding area and the characteristics
of that property, including the type of overburden, soil stability, topography, geology,
vegetation, wildlife, climate, stream characteristics, and principal mineral commodities.
Reclamation of mined lands shall be carried out in accordance with the requirements
of this chapter.
