Within the territory in the unincorporated area of this county within the territorial
jurisdiction of the East County Regional Planning Commission, described in Section 26-2.1512, when fees are to be paid in lieu of land dedication, the total fee shall be calculated
by multiplying the number of dwelling units to be included in the development by the
applicable fee per unit, as follows:
