For public projects with an estimated cost equal to or less than the maximum amount
specified in Public Contract Code Section 22032(b) or any successor statute, as may
be amended, the department may use informal bidding by mailing a notice inviting informal
bids to all contractors for the category of work being bid, as shown on the list maintained
under Section 1108-3.206, or to all construction trade journals specified in Public Contract Code Section
22036, or to both all contractors on the list for the category of work being bid and
all construction trade journals specified in Section 22036. Notice may be sent to
additional contractors or construction trade journals at the discretion of the department.
If there is no list of qualified contractors maintained by the department for the
particular category of work to be performed, the notice inviting informal bids need
only be sent to the construction trade journals specified by the commission.
